Penny L. Brown was a 39-year-old wife, mother, and nurse-midwife. Mother's Day of 1999, while taking an afternoon run with the two family dogs, she was raped and then murdered by a 15-year-old. The nightmare that began that Sunday afternoon intensified when her murderer received only nine-years-to-life in prison for the brutal acts he committed. Though he was "tried as an adult," he had to be sentenced using juvenile guidelines, as is the law in New York State. Edward Kindt, her killer, could be free to rape and murder again in less than 6 years. Frustrated and angry with the gross injustice, Penny's family vowed to changed the sentencing law in New York State, so that juveniles who murder and are tried as adults, will be sentenced as adults. Soon after, "Penny's Law" was introduced into the New York State Legislature and will hopefully become a reality in New York State some day soon.
